P/P on engi barely uses the pistols while P/P on Thief basicely has only a place in Open World PvE and is not seriously used aside if that (meaning Fractals, Raids, WvW, PvP, ) Closest therefore is Thief, but you wont use it in any instanced content or competitive game modes. Overall the PvE is not designed for range combat.
S tier(Best at something, not both): Paragon, Assassin - Paragon is the god of general PvE.
